Mr. David J. Topian
President, Westminster Real Estate Advisors, LLC
Mr. Topian holds an MBA and a B.S. in Civil
Engineering as well as numerous designations related to the
construction management field.
He brings over 24 years of diverse construction management,
engineering, environmental and cost estimating capabilities
to Westminster Real Estate Advisors, LLC.
Mr. Topian was the Director of Engineering US Operations for
an international supermarket giant where he directed a staff
of in-house professionals and up to 12 outside consulting
teams involved in over $100 million in capital development
and renovation programs.
Mr. Topian also served as the Vice President of Design/Build
Services for an engineering firm known throughout the
Eastern United States. Additionally, he served as
Construction Manager and Chief Inspector for a past employer
where he managed 14 technical staff persons involved in
construction projects ranging from $4 to $20 million.
Additionally in his career, Mr Topian maintained the
position of
General Manager of an $11 Million Environmental remediation
firm. In this capacity he saved clients between 1% and
3% of costs associated with change orders while assuring
that all projects under his direction were completed on time
and within budget.
His experience and expertise ranges from project management,
design/build construction services to financial management
of construction services. His familiarity with construction
documents, drawings, specifications and budget management
assures Westminster Real Estate Advisors clients that their
projects and money will be well managed.
Mr.
Albert G. Lyons, Jr, P.E.
Mr. Lyons holds a Bachelor Degree in Civil Engineering and
is a licensed Professional Engineer in the State of New
York. He is well versed throughout his 18 year engineering
career in project management being responsible for
management and oversight for the preparation of engineering
reports, technical specifications, response action plan,
engineering design drawings and all supporting calculation
and reference information. In addition, this project
involved all environmental permitting aspects such as;
preparation of a Draft Environmental Impact Statement (DEIS)
which included all required aspects under the State
Environmental Quality Review (SEQR) Act, Part 373 Permit
Application, Part 361 Industrial Hazardous Facilities
Sitting Certificate Application, TSCA Land Disposal
Authorization Application, and Part 201 Air Permit
Application.
Mr. Lyons has served as Environmental Project Manager for a
facility-wide hazardous waste, chemical bulk storage,
petroleum, and non-regulated tank upgrade/removal program at
a major chemical production plant in Western New York.
Responsibilities included tank system evaluation and design,
closure plan, closure report, interim data package, and site
assessment preparation. Additional responsibilities included
permitting, regulatory compliance, analytical protocols,
post-closure operation and maintenance issues, as well as
contractor oversight and management.
Additionally, he has served as Project Manager responsible
for the preparation of numerous Phase I Environmental Site
Assessments (Phase I ESAs) in accordance with the American
Society for Testing and Materials (ASTM) Standard E-1527
(Standard Practices for Environmental Site Assessments:
Phase I Environmental Site Assessment Process. Personal
responsibilities and involvement included review of
regulatory compliance reports, site investigation and
walk-through, review of regulatory agency facility records,
review of Environment Risk Information and Imaging Services
(ERIIS) database, and the preparation of the Phase I ESA
report identifying environmental concerns at the facility.
He has also managed the preparation of Spill Prevention
Control and Countermeasure Plans (SPCC) for various
industrial facilities throughout Western New York.
Responsibilities included site inspections, employee
interviews, and records review, as well as recommendations
to ensure regulatory compliant, safe and reliable systems.
He is currently involved with Water Environment Federation
and Air & Waste Management Association. His training
includes RCRA Compliance for Generators, 40-Hour OSHA
Training, 8-Hour OSHA Supervisory Training and NYSDOL
Asbestos Supervisor.
Mr. Michael W. Johnston
Mr. Johnston holds a Bachelor Degree in Finance and
Associates Degree in Business Administration. He is well
versed in the methodology of building construction based
upon hands on experience he has gained during his tenure of
six years as Lead Carpenter while completing projects
throughout the Northeast Region.
Additionally, Mr. Johnston has completed work in the south
performing hundreds of commercial and residential property
loss inspections for extended periods of time on behalf of a
Fortune 500 insurance corporation to insure accurate and
timely responses to those in need after the devastating
hurricanes in the region.
Mr. Johnston’s experience ranges from estimating and
interpretation of plans and specifications required to
complete building projects of any size utilizing his
business skill set coupled with his knowledge of building
construction. He is well versed in marketing and customer
service while performing as Project Manager with
professionalism and dedication to clients needs.
Mr. Johnston is a licensed accredited Claims Adjuster in the
State of Florida and serves on the Boards of many local
affiliations in Upstate New York.
Finally, Mr. Johnston is certified in Advanced Open Water
deep diving in depths up to 130 feet where he is capable of
performing projects for clients where inspections are
required for placement or inspections of submerged
structures are required.
Mr.
Matthew
P. Moscati, AIA, LEED AP
Mr. Moscati holds his Bachelor of Architecture degree and is
a licensed Registered Architect in California, New York,
Florida, Connecticut, Kentucky, Georgia and several other
states within the country. He is an accredited Professional
in USGBC LEED design standards.
In his nineteen years, Mr. Moscati has been responsible for
the design of a wide range of commercial, residential,
hospitality, and educational facilities. His designs
emphasize the various teaching philosophies and contexts
materializing each project’s unique identity. A small
partial listing of his individual experience includes:
Wilson Middle/Senior High School Wilson, New York New
Instrumental Suite, 6 Classroom Additions, New Technology
Suite; multiple grocery remodel, new build and fixture plan
projects for foreign owned supermarket giant, Niagara
University Gallagher Center Lewiston, New York full scale
renovations, handicap accessibility updates and many retail
strip plaza’s of various sizes inclusive of tenant anchors
of some of the largest retailers in the country.
Mr. Moscati has a unique skill in listening to clients needs
and requirements translating those ideas and requirements to
paper in an orderly and cost effective manner which
translates to projects that run seamlessly from design
though completion. He is able to work with our construction
team, understanding field conditions to keep projects moving
based upon conditions that may transpire once in the field.
Additionally, Mr. Moscati holds memberships in the National
Council of Architectural Registration Boards, American
Institute of Architects, Buffalo/WNY Chapter, Council of
Educational Facility Planners and Association of Higher
Education Facilities.
